كِتَابٌ فُصِّلَتْ آيَاتُهُ قُرْآنًا عَرَبِيًّا لِّقَوْمٍ يَعْلَمُونَ
A Book whose verses have been detailed, an Arabic Qur'an for a people who know,
Tafsir
{Book} is its predicate. {Its verses are detailed} are explained with rulings, stories, and sermons. {An Arabic Qur’an} is a state of the Book as described. {For a people} related to detailed. {who know} understand that, and they are the Arabs.
