{They say} meaning the masters of hearts and sights, mockingly and denying the resurrection, {Shall we} by making the two hamzas clear, facilitating the second, and inserting an alif between them in both cases in both places, {be returned to the grave} meaning, shall we be returned to life after death? The grave is a name for the first thing, and from it, so-and-so returned to his grave: if he returned from where he came.
