مَنَّاعٍ لِّلْخَيْرِ مُعْتَدٍ أَثِيمٍ
A preventer of good, transgressing and sinful,

{Preventer of good} Miserly with money and neglecting rights {Aggressor} Unjust {Sinful} Sinner.
