AL BALAD (KOTA) — Ayat 8

أَلَمْ نَجْعَل لَّهُ عَيْنَيْنِ

Have We not made for him two eyes?

Tafsir Ibnu Katsir

{Did We not make} is an interrogative statement, meaning, We made {for him two eyes}.
