AL A'LAA (YANG PALING TINGGI) — Ayat 3

وَالَّذِي قَدَّرَ فَهَدَى

And Who destined and [then] guided

Tafsir Ibnu Katsir

{And He Who has decreed} what He willed {and guided} to what He has decreed of good and evil.
