ABASA (IA BERMUKA MASAM) — Ayat 9

وَهُوَ يَخْشَى

While he fears [ Allah ],

Tafsir Ibnu Katsir

{And he fears} God is a state of the subject of the verb “to strive,” which is the blind man.
